Ag demand for water has almost always exceeded supply, Since the <br />Fry Ark Project was finished Ag has used almost 85% of all trans-mountain water and even bought water <br />from cities if they had any extra. Conservation and best management practices is not the real key because all <br />the good farmers that I have known over the years did not waste water in fact they lived with the water day <br />& night the modem technology is more of a convenience and you can do the same thing if you live with the <br />water and know how to use a shovel and work 22 hours a day. As a young person lots times I only got 4 hours <br />sleep in 24 when we had water. You can do surge irrigation with canvas dams and a shovel I know because I <br />have done that. The Arkansas is return flow based but not all of it is from bad irrigation practice ,some is from <br />earthen canals. One more run of water might make one more ton of hay What this basin needs is higher <br />annual rain & snowfall.
