<br />--- <br /> <br />I <br />Ueblacker Associates recently completed the fITst phase of a feasibility study for NECO's <br />(Natural Energy Resources Corporation) proposed Union Park Multi-Purpose Pumped, <br />Storage Proj~ct, which, when completed' in 20 1 0 can provide dependable' high-altitude <br />, emergenc;y - storage and el~~tricity for both east and west slope farms, ranches, and <br />communities. ,The proposed',project is situated at an elevation of approx. 10,000 feet <br />south of Taylor Park Reservo]E' ,',., -,' <br /> <br />Union Park Da~ a modern roller-compacted concrete (Ree) gravity da~ will be <br />between 560 and 580 feet high and will have a crest length of approximately 2,060 feet. <br />The dam will be located in competent granitic rock on Lottis Creek in Union Canyon and <br />will be designed to withstand earthquake and flood loads with a high factor of safety. <br /> <br />Union Park Reservoir will be able to store up to 1.2 million acre-feet of water, which can <br />be delivered by gravity flow using pipelines and tunnels to major drainage basins <br />(GunnisoI\, Colorado, Platte, Arkansas, and Rio Grande River Basins) east and west of <br />the Continental Divide. Being located at the headwaters, of the Gunnison River, Union <br />Park Reservoir will also benefit" water users in California, Arizona, Nevada, Utah, <br />Nebraska, Kansas, New Mexico, and Texas, which currently depend on water that flows <br />out of Colorado. <br /> <br />If the much stronger Union Park Dam and larger Union Park Pumped Storage Facility . <br />were available, the flood and earthquake risk to Taylor Park Dam would be greatly <br />reduced. The operating pool levels of Taylor Park and Pueblo Reservoirs could be <br />maintained to minimize the flood and earthquake risk to both structures. In addition, <br />Union Park Reservoir can safely store the Upper Gunnison's 60,000 acre-foot share of <br />the unused Aspinall Pool for four years of drought protection for Gururison irrigated <br />farms, ranches, and recreation needs. <br /> <br />We believe that the proposed Union Park Project, because of its central high-altitude <br />location and large storage capacity, will be the preferred emergency storage facility <br />needed to meet current dam safety requirements and the demands for a reliable water <br />supply for Colorado's growing population. <br /> <br />, Sincerely yours, <br />UEBLACKER ASSOCIATES <br />~~2~ <br /> <br /> <br />Horst Ueblacker, P.
