October 22, 2003

VIA E-MAIL AND U.S. MAIL

Mr. Rick Brown
Colorado Water Conservation Board
1313 Sherman Street, Room 721
Denver, CO 80203

RE: Statewide Water Supply Initiative (SWSI) Environmental and Recreational
Demands

Dear Rick:

The Colorado Water Caucus is a coalition of more than 15 local, state and national
conservation organizations working to promote environmentally and economically sound
water planning and management solutions. Participants include representatives from the
Colorado Environmental Coalition; Trout Unlimited; Colorado Trout Unlimited;
Environment Colorado; Colorado Audubon Society; Sierra Club-Rocky Mountain
Chapter; Environmental Defense-Rocky Mountain Office; Western Colorado Congress;
Clean Water Action; Western Resource Advocates; League of Women Voters; San Juan
Citizens Alliance; High County Citizens Alliance; Pacific Institute for Studies in
Development, Environment and Security; League of Conservation Voters Education
Fund; and The Wilderness Society.

During our meeting with you, Kelly DiNatale and Sue Morea on September 5th, you
requested information and comments from the Water Caucus regarding environmental
and recreational water needs. On behalf of the Water Caucus, this letter provides
suggestions regarding possible approaches to identifying and quantifying these important
needs and a list of information sources. While the focus of this letter is environmental
and recreational water needs, the Water Caucus is also quite interested in the SWSI
approach to determining water needs for municipal and industrial purposes (M&I) and
agriculture. We look forward to learning more about methodologies to be employed for
M&I and agriculture and will offer additional comments at that time.

Trout Unlimited: America's Leading Coldwater Fisheries Conservation Organization
Colorado Office: 1320 Pearl Street, Suite 320, Boulder, CO 80302
PHONE: (303) 440-2937 FAX: (303) 440-7933 EMAIL: rweaver@tu.org,John.Gerstle@tu.org
