O. Box 567
Palmer Lake, CO 80133

Subject: Phase 1- Feasibility Level Geologic and Geotechnical Investigation of

Union Park Dam

Dear Dave:

Ueblacker Associates is pleased to inform you that the field mapping for the subject
investigation has been completed as scheduled. The work was carried out by a team of
experienced professional geologists WIder a special use pennit issued by the Forest
Service, USDA. The geological fieldwork consisted mainly of fracture mapping to
estimate the strength and deformation properties of the rock mass in the foundation of the
proposed RCC gravity dam. Seismic refraction surveys were completed to determine the
depth to bedrock along the dam axis.

The pwposed RCC gravity dam will be between 560 and 580 feet high and will have a
crest length of approximately 2,060 feet. It is located approximately 2,100 feet
downstream from the east entrance to Union Canyon on Lottis Creek.. A preliminary
evaluation of the geological field data suggests that the wck mass in the foundation of the
dam will be competent to support the static and dynamic loads of a gravity structure With
a reservoir storage capacity of up to 1.2 million acre-feet. A high safety fuctor against
sliding and bearing failure is anticipated.

All surfuce geological infurmatiOll must be verified by test drilling which is scheduled to
be completed in 2004 during Phase 2 of the subject investigation.

Sincerely yours,

UEBLACKER ASSOCIATES

Horst Ueblacker, P.
