<br />, <br /> <br />SWSI Colorado Basin - Follow-up Comments to Meeting #3 <br />Submitted by: Kristine Crandall, Roaring Fork Conservancy <br />May 12, 2004 <br /> <br />Here are a few follow-up comments to the meeting we had on April 28th" <br /> <br />i- <br /> <br />tJ It was great to see the inclusion of the environmental infonnation that has been <br />submitted thus far ("Environmental Alternative - Potential Projects and <br />Considerations" PowerPoint slides).. These layers of information represent <br />specific recognized values and special designations for streams and should be <br />balanced with any project alternative. <br />o As I noted at the meeting, it is challenging to think in terms of "projects" to <br />address environmental demands within SWSL The framework of "Conserve, <br />Protect & Restore Environmental and Recreational Flows" that was presented at <br />the meeting represents a comprehensive approach toward balancing <br />environmental and recreational demands with other water uses for SWSI <br />identified projects.. It highlights existing legal, policy, and structural strategies that <br />can be utilized as part of any SWSI identified project. It also reflects work that is <br />ongoing throughout the state to conserve, protect, and restore streams (i..e. to <br />achieve environmental objectives, approaches aren't usually physical projects, but <br />rather the development and use of a suite of strategies and tools). See the attached <br />project synopsis for the Roaring Fork Watershed Stream Flow Survey as an <br />example of such work.. <br />a On the "Colorado Basin Supplies and Issues" PowerPoint slide, under <br />Eagle/Pitkin, the issue of "full use of transbasin diversion facilities" should be <br />added. <br />a I did want to reiterate the concern that by not allowing basins of origin to review <br />and evaluate trans-basin projects, there will be skepticism about SWSI's ability to <br />be a stakeholder-driven process.. Without all affected parties having some dialog <br />and coordination on trans-basin projects, various interests will feel left out. <br /> <br />Thank you for your consideration of these comments" <br /> <br />{ <br />
