~

Everything that is sent to Roundtable participants and Basin Advisors should be posted on the
web site.

Comments on the Slide Show

Don't use the term "Environmental Enhancement" (p. 4). You can't really enhance the
environment. It was O.K. before we started modifYing it. "Restoration" is the proper term.

I agree with the CDOW member, about phreatophytes and native fish (p. 5).

I was struck by the connnents by water developers about what makes a project Tier 1 or not
Obviously the Tier system needs revision.

As one member noted, Rio Grande basin is missing from the first slide on p. 20.

I noted several places where Rick and Susan asked for more and better numbers. It's important to
realize our limitations. I'm not in a position to help with any of the specific requests, though.

Environmental and Recreational Flows, Alternative methodologies (sic) forwarded to CWCB (Ist
slide on p. 22). For many situations the R2 Cross method used by CWCB for quantifying instream
flows provides inadequate flows" If this situation is improved by the use of alternative or
supplemental methods; more water may have to remain in streams (a good thing, in my view).

Supply Methodology Basics (middle slide, p~ 23). I think I heard, "We're going to- look at 5
places in each basin re supply and demand." !' d like to hear more about that..

Put "non-tributary groundwater" in the glossary+

Throughout the slide show and in SWSI text; "methodology'; (the study of methods) is used
where "method" is meant4

Comments on the Weighting Objectives matrix

Because I don't agree completely with some of the objectives, I faced some difficult choices in
filling out the matrix. For example; "Sustainably Meet Agricultural Demands." If agriculture
didn't waste so llluch water, it would be easy to give it a 2, but it does, so I couldn't.

Provide for Environmental Enhancement. As mentioned above, Enhancement is not what we need
to do. Protect and/or Restore are more accurate wordsu .

-2-

Protect Cultural Values. V/hich cultural values?

"Optimize" continues to be an ambiguous word4
