.-... ~ ~

J
Ueblacker Associates recently completed the frrst phase ofa feasibility study for NE~O's
(Natural Energy Resources Co~ration) proposed Union Park Multi-Purpose Pumpeq.
Storage Projyct, which, when completed" in 2010 can provide dependable high-altitude
, ,. emergenqy ,st~,~age and el~~tric~ty for b~th east and west slope farms, ranches, and
communities. .The propo~ed. pr~oject is situated at an -elevation of appro x.. 10,000, feet
south of Tayior Park Reservoir.. ..., >. .. . . .' . ..

Union Park Dam, a modern roller...compacted concrete (RCC) gravity dam, will be
between 560 and 580 feet high and will have a crest length of approximately 2~060 feet+
The dam will be located in competent granitic rock on Lottis Creek in Union Canyon and
will be designed to withstand earthquake and flood loads with a high factor ofsafety~

Union Park Reservoir will be able to store up to 1..2 million acre-feet of water, which can
be delivered by gravity flow using pipelines and tunnels to major drainage basins
(Gurullson, Colorado, Platte, Arkansas_, and Rio Grande River Basins) east and west of
the Continental Divide. Being located at the headwaters. of the Gunnison River, Union
Park Reservoir will also benefit" water users in California, Arizona, Nevada, Utah,
Nebraska, Kansas, New Mexico, and Texas, which currently depend on water that flows
out of Colorado.

If the much stronger Union Park Dam and larger Union Park Pumped Storage Facility.
were available, the flood and earthquake risk to Taylor Park Dam would be greatly
reduced. The operating pool levels of Taylor Park and Pueblo Reservoirs could be
maintained to minimize the flood and earthquake risk to both structures. In addition,
Union Park Reservoir can safely store the Upper Gunnison's 60,000 acre-foot share of
the tulused Aspinall Pool for four years of drought protection for Gunnison irrigated
farms, ranches, and recreation needs~

We believe that the proposed Union Park Project, because of its central high-altitude
location and large storage capacity, will be the preferred emergency storage facility
needed to meet current dam safety requirements and the demands for a reliable water
supply for Colorado's gro'Wing population.

-, Sincerely yours,
UEBLACKER ASSOCIATES

~
.,- ~~

Horst Ueblacker, P.
