Fluctuating <br />levels not only detracts from the recreational experience, there are biorogicaf issues with fish survival as <br />well. <br /> <br />No.6 - Environmental Protection <br /> <br />. As mentioned in the meetingst make sure that the word 'native' gets associated with the fisheries/ aquatic <br />life sub..objective. This doesn't mean '~ . ~to the exclusion of sport fish', but it is certainly a current and <br />pending issue on which the Division is and will be spending a great deal of time and resources. It may also <br />be worth injecting words re: protecting existing T&E Recovery Program flows as well, although the fact <br />remains these are mandated by federal legislation and subsequent agreements. <br />· Riparian habitat..... this may also fnclude protection of riparian functions (such as flood dissipation, nutrient <br />transfers, bank storage, etc...) but I would agree that broadly brushing ~habitat' is probably fine4 <br /> <br />No. 8...10 - will also leave these to the word-smithers, although I would like to acknowledge the link between the <br />protection of 'cultural! sacral values' (on the west slope this means agrjculture) and the positive incidental values <br />for wildlife habitat. <br /> <br />Comments on SWSI Bibliographies <br /> <br />The basin bibliographies need to include specific references to the extensive library of water studies that exist if <br />SWSI is to effectively integrate existing sources~ Generally, the bibliographies seem to lean toward 'overview' <br />and summary studies, and not enough toward the details of the feasibility and implementation studies that are out <br />there4 I would encourage the consurtants to dredge the CWCBtg own sources, and to visit the conservation and <br />conservancy districts, municipalities, and irrigation districts in order to get to the next Jevel of detail that will <br />provide the substance that any viable alternatives discussions will require4 <br /> <br />Thank you for the opportunity to comment, and again, for our participation at these roundtabJes. <br /> <br />David Graf <br />Regional Water Specialist <br />CO Division of Wildlife <br />970-255-6142 <br />david4graf@ state ~co. us <br /> <br />1/22/2004 <br />
