Additional Comments on SWSI Colorado Basin Primer &
Available StudieslData
Submitted by: Kristine Crandall, Roaring Fork Conservancy
October 20, 2003

Primer Comments

o Page 1 - Section 1.3: To put public lands in perspective, it would help to provide
an actual percentage estimate of BLM and USFS lands in the basin~
o Page 4 - Section 1.5: Looking at the primary use for example for Green Mountain
and Ruedi, these facilities are relied on heavily for augmentation for domestic
uses.. Can the primary use be defined more specifically (e~g. agricultural irrigation
versus domestic irrigation)? Also, listing both primary and secondary uses would
paint a fuller picture of these various facilities~
a Page 9 - Section 1~10: See attached Appendix F from the White River
National Forest Plan, regarding Wild and Scenic River eligibility. This
describes several stream reaches with significant environmental, scenic, and
recreation values, including Deep Creek, the Crystal River, a segment of the
Colorado River through Glenwood Canyon, the South Fork of the White River,
and Cross Creek.

Relevant StudieslData

o The Fryingpan Valley Economic Study documents the economic significance of
river and reservoir recreation in the Fryingpan Valley, focusing on Ruedi
Reservoir and the lower Fryingpan Valley. This study describes (and provides the
references) information on reservoir and river threshold levels for recreation~ I
provided a hard copy of this report to you at the September Roundtable Meeting.
The electronic version is available on the Roaring Fork Conservancy website:
www.romingfork.org (via the Publications link)~
o The FryingpanlRoaring Fork Rivers Fishery Study documents baseline
ecologic conditions in the Fryingpan and Roaring Fork rivers below Ruedi
Reservoir~ It provides a comprehensive scientific evaluation of the health of the
present aquatic ecosystem within the context of Ruedi Reservoir operations~ The
report, comprehensive literature review, and supplemental report are available at
www.roaringforktorg. CDs of the main report (including executive summary) and
supplemental report are also being mailed. The supplemental report was just
released, and provides recent findings on macro..invertebrate populations as
related to reservoir operations.
o Regarding rafting activities in the state, please refer to:
http://www.croa.orglmedia~htm~ This site provides infonnation on numbers of
commercial rafters on various rivers throughout the state and related economic
impacts~ It can be broken down into areas within the Colorado Basin~
