Alan Martellaro, Technical Advisor
Comments on:
Basin Fact Sheet--Colorado River Basin

October 15, 2002

Page: 2

3~4 Recreational Industry
I believe golf course development will continue to replace agriculture, and has already become the largest
recreational consumer of water. Most golf course irrigation is recorded as irrigation or is part of a
municipal water system, so tagging it as a recreational use may be re-counting the use.

Man-made streams, that is diversions from a natural stream, for the purposes of creating a fishery as either
an amenity to a resort or as a commercial fee area are appearing.

Recreational in-channel water rights are listed later in areas of concern, but need note here.

4~S Threatened and Endangered Species Impacts
CFOPS V$. GROS
CFOPS is a more formal process that looks at the long term yield of a project, whereas eROS only
considers reservoir operations in the current storage season and seeks to delay filling to enhance the peak.
CFOPS has a component that looks like CROS~ but has many other potential tools.

6.1 Concerns
Add-Aging dams for irrigation reservoirs, the slim margin of farming and ranching operations may not be
able to afford the fix.

7.1 Key Diversion and Storage Projects
Add: Silt Project (Rifle Gap and Harvey Gap Reservoirs)
Collbran Project (Vega Reservoir)

A discussion of the unused capacity of the Blue River Diversion Project and Windy Gap may be useful
here, though is it covered in 8. 1 ~ 1.

7.3 Estimates of Unappropriated Flows
Of the unused apportionment of 450,OOOAF to 1.2MAF, only 120,OOOAF is available for consumption
above the I5-mile reach under the PBO.
