Page 2 of2

might call this the Anti-Union Park Project (AUPP). This project would consist of first rebuilding Antero
Reservoir to a larger capacity, something on the boards for a few years now. r would dedicate part of New
Antero storage to drought reserve and firm yield for the Arkansas as a trade or transfer for the Arkansas
varley share of Colorado River Water, which wouJd 8ctuaUy be deveroped to flow into the Northern Front
Range~ The Anti Union Park aspect of the project would be to pump the Arkansas share of New Antero up
to some reregurating pondage at the top of Trout Creek Passf and then let it tJow down to the Arkansas.
This would have a down-side head so much greater than the pump-up that you could recover more
hydroerectricity than the energy required for the pumping up. By the way, the elevation of Trout Creek
Pass on all hjghway maps is wrong due to a figure transposition. Check out USGS contours for this~

Since the mentioned projects taken as a whole have benefits for most of the Colorado Valley everyone, West
srope, Front Range. Platte ValleYJ Recreation, the Arkansas interests, and the naturar gas Industry (and doesn't
Utake" Gunnison or other Southwest Colorado water), they might just win widespread poljtical supportt (except
perhaps from Xcel Energy I with whom a deal giving them fair compensation would be needed). r therefore await
your deposit with me of the entrre proceeds from Proposition A along with a directive to get it done. I will be at the
Water Congress at the end of the month is Steamboat~ and hope to see you there.

Regards,

Warren

Warren J.
