Let me run the idea by you first.

Don Clay organized a meeting with Wayne Cook, Executive Director of the Upper
Colorado River Commission and Ron Johnson, federal representative to the Central Utah Project
and others regarding a potential Grand Valley lake. He had explained this to Blaine Derrick
regarding its possible application to the Big Straw and is hoping to raise the issue in the SWSI
process.

The basic idea is a sixty-mile pipeline from the Confluence of the North Fork and Main
Fork of the Gunnison River to a point on East Orchard Mesa. Don states that the Bureau of
Reclamation is willing to give a $30,000 "Technical Assistance to States" grant to do a cost
study on this project. I enclose a letter that Don gave to me prepared by Don and the local BOR
office. This requires a sponsor such as CWCB.

Wauld you discuss this issue with Rod and give me your thoughts as to whether I should
approach Greg Walcher on the item?

On another topic I bumped you on the "surplus, surplus" issue. Eric Kuhn was reminded
of the run Colorado took at these funds in the middle-80.s, unsuccessfully. It appears that
Colorado has not been treated fairly insofar as authorized projects and repayment amounts~ I
enclose two sheets provided by Wayne Cook, which he believes clearly shows that we are short
