<br />Colorado Basin Roundtable Technical Meeting #2 <br />Meeting Summary <br /> <br />water management objective. Once water management alternatives are developed, each BRT <br />member will be able to see how well an alternative meets their individual preferences and the <br />BRT as a whole can see which alternatives have elements that can be largely agreed upon. <br /> <br />John Rehring presented an overview of how the objectives will be weighted by individual BRT <br />members and then used in the evaluation of alternatives in later phases of SWSI. An example <br />weighting form for the objectives and subobjectives was reviewed. It was stressed that the <br />"numeric" alternative evaluation process in SWSI is intended to provide information on <br />individual preferences, but that the numeric results serve as a starting point for BRT discussion, <br />rather than determining the final disposition of an alternative. Later BRT meetings will focus on <br />discussion of the alternatives based on these results. The process is not one of "majority rules" or <br />a "vote," rather it is a facilitated discussion that seeks common ground between diverse <br />interests. <br /> <br />Feedback from the BRT members on the objectives and subobjectives is summarized below. <br /> <br />. One participant asked why environmental protection was changed to environmental <br />enhancement. Rick Brown noted that the options we identify may improve, not just maintain, <br />environmental conditions. <br />. Another participant sought clarity on what process was used for refining the objectives and <br />subobjectives and the specific language used. The SWSI team took BRT and public input, <br />along with CWCB board feedback, to refine and revise the lists. <br />. Suggestions on objectives and subobjectives raised by BRT members at BRT Meeting 2 <br />included: <br />- Cost effectiveness - consider "equitably" instead of "fairly" <br />- Environmental enhancement - <br />. Avoid/mitigate environmental impacts makes it somewhat defensive/counter to <br />other objectives <br />. Would like to see native species listed in subobjective language <br />- Consider clarifying the subobjective on phreatophytes to indicate non-native or "exotic" <br />phreatophytes as there are native phreatophytes that should be preserved <br />- Complying with all existing laws may not be appropriate, as we may want to examine <br />alternatives that require a change in the law; it was clarified that this criterion should be <br />broadly interpreted and alternatives may currently or in the future comply with applicable <br />laws, thereby not excluding possible future regulatory or legal changes. <br />. A participant requested that the objective weighting forms be posted on the SWSI web site <br /> <br />Preliminary List of Project Options and Tiering <br /> <br />There is a significant amount of information and studies available on water projects and <br />potential water management options in each basin. The SWSI team is seeking to identify and <br />document specific information and projects where available, with input from the BRT members <br />and the Basin Advisors.
