<br />Upper Gunnison River Water ConseNancy District <br /> <br />;-or---"" <br /> <br />Gunnison County would not account for all of the lO.OClO acre discrepancy in the <br />numbers~ <br /> <br />We also think it is important to emphasize that all the numbers provided to the <br />legislature need to be clearly explained so that they understand exactly what the <br />information being provided to them shows. For example, the report needs to clearly <br />state that the amount of consumptive use shown for agriculture Is supply limited. In <br />other words, the demand figure developed by SWSI that shows an average per acre <br />consumptive use value of 1.39 acre-feet Is less than what the crop actually needs <br />because It takes into account annual shortages of supply. This means that shortages in <br />meeting the physical demand are the norm. <br /> <br />~?,-~ - ~ <br /> <br />Additional Recreational and Environmental Options <br /> <br />During our meeting Mr. DiNatale requested that we assJst SWSI in identifying <br />additional recreatIonal or environmental options that could be identified for the <br />Gunnison Basin Options Catalogs. We believe SWSI could add the following projects <br />or processes to the Catalogs. <br /> <br />-J <br /> <br />First the Upper Gunnison District Is involved with Tayler ReseNoir Operations in a <br />two-tiered process. The first tier involves meetings with local stakeholders from the <br />environmental. recreational and agricultural communities to recommend flow releases. <br />Upon adoption or revision of those recommendations by the Upper Gunnison District a <br />Four Parties meeting is held with the U.s. Bureau of Reclamation, the Uncompaghre <br />Valley Water Users and the Colorado River Water ConseNation District to adopt the <br />release pattem for that year. this is an on-going process that has been In place since <br />1993 and benefits multiple water users throughout the entire Gunnison Basin. <br /> <br />Second, there are several environmental projects that can be added. These <br />projects can be listed as sponsored by the Colorado DivIsion of Wildlife (the "DOW"). <br />For more information, please contact Dan Brauch at 970-641-0088. The first project can <br />be placed on the short term options catalog and involves the reconstruction of an <br />existing structure in the Gunnison River at the Goodwin-Know and Kelmel-Owens <br />dlverslon point. The DOW's main interest In the project is that the new structure will <br />allow for the passage of fish, but the structure will also be safer for boaters and provide <br />a more efficient, long term structure for the Irrigators on the Kelmel Owens No.2 <br />diversion point. this project is partially funded by a grant from the Upper Gunnison <br />District. The next two projects can be added to the mid to long term options catalog. <br />The DOW would like to conduct rehabilitation and Improvement projects for fisheries on <br />sections of the T omlchi and Cochetopa Creeks. These projects would involve creating <br />better habitat for fish, including deeper pools and shade.
