<br />Upper Gunnison River Water Conservancy District <br /> <br />r-) June 14, 2004 <br /> <br />Re: UGRWCD Information and Comments on SWSI <br /> <br />Dear Ms. Morea and Mrf Brown: <br /> <br />This letter from the Upper Gunnison River Water Conservancy District (the "Upper <br />Gunnison District") is meant to provide you with additional Information on the Upper <br />Gunnison Basin's water supply needs and to provide comments on the State Wide <br />Water Supply Initiative ("SWSI") process thus far. The Upper Gunnison District intends to <br />provide additional comments after the final SWSJ Roundtable meetings on the <br />conclusions that SWSI will be presenting to the Colorado legislature. <br /> <br />First, we would like to express the Upper Gunnison District's appreciation at the <br />willingness of the SWSI project team to attempt to incorporate basin specific <br />information and address the individual concerns of various participants. We <br />understand how this adds to your workload, particularly because of the tight deadlines <br />imposed upon the study. It was very helpful for Kelly DiNatale to meet with us in <br />Gunnison on May 19, 2004. A lot of useful information was exchanged at that meeting. <br /> <br />-.J <br /> <br />Municipal and Industrial Supply Gap <br /> <br />As discussed at the May 1 <}Ih meeting, we strongly believe that there is a larger <br />unmet gap for the municipal and industrial water supply for the Upper Gunnison Basin <br />by 2030 than currently reflected by SWSI. Our concerns are largely with the numbers <br />used for Gunnison County but many of the issues we identify may also be applicable to <br />Hinsdale County · To assist us in confirming the Upper Gunnison's supply needs, we <br />followed up with several municipal water suppliers In Gunnison County, as well as other <br />individuals or entities with known water demands. We also reviewed the projects <br />Identified on the Option Catalogs for supplies that could be used to meet these <br />demands. <br /> <br />A major concern that needs to be addressed is that the numbers reffected for <br />the SWSI report do not seem to include an allowance for snowmaking, and as <br />explained in more detail below, they differ significantly from estimates of future <br />demand developed by Gunnison County staff. Mr. DiNatale stated that the Gunnison <br />County demand was calculated by using 179 gallons per person per day with a 6% <br />conservation factor and an estimated 239 acre feet for snow making. He also stated <br />that SWSI was using the State Demographer's growth projection of 5,715 new residents <br />In Gunnison County by 2030.
