<br />Colorado River Water Conservation District Statewide Water Supply Initiative 'nterests Statement <br />Page 9 of 11 <br /> <br />Stagecoach Reservoir Enlargement <br /> <br />Description: The Upper Yampa Water Conservancy District owns and operates Stagecoach <br />Reservoir, south of Steamboat Springs, and has recently take action to pursue an enlargement to the <br />reservoir~ <br /> <br />River District Interests vis a vis SWSI: <br /> <br />1. In 2002, because of the drought, Stagecoach, like many other reservoirs, incJuding <br />Wolford Mountain Reservoir, was not able to fHI. The Upper Yampa District, in part, <br />is pursuing the enlargement, to develop a source of carryover water that can <br />maintain the firm yield in the reservoir in case of drought. SWSI shourd reflect on <br />the need of Upper Yampa, and practically all other providers, to enhance the yield of <br />their system in response to the 2002 drought. <br /> <br />2. SWSI should reflect and document the many benefits of enlarging existing facilities on a <br />facility by facility basis. <br /> <br />3.. SWSI should recognize this as a Tier I project. <br /> <br />Little Snake Storage Project/Upper Basin Compact Issue <br /> <br />Descriotion: Recent litigation regarding the Upper Basin Compact as applied in the Little Snake <br />Basin, pointed-out the down-side of the compact insofar as it effectively creates a subordination of <br />the lower Snake River basin to the upper basin. Recent dry-years have caused the Little Snake to go <br />under administration and many water users have found themselves with inadequate supplies. <br /> <br />Ri ver District Interests vis a vis SWSI: <br /> <br />1~ The River District has had ongoing discussions with the State of Wyoming and the Wyoming <br />Little Snake Conservation District about possible projects. A preferred alternate has not <br />emerged. SWSI should identify this as a Tier IT (not a State project but State supported) <br />project. <br /> <br />2. SWSI should assist with the evaluation and ranking of alternates. Because of the compact <br />issue, there is some State interest in seeing additional storage in the Little Snake I SWSI <br />should be used as a vehicle to help secure State cost-share for the project. If funding is <br />secured from Wyoming, Colorado, the River District, and local water interests, there may be <br />sufficient critical mass to complete a project. <br /> <br />Transmountain Diversions <br /> <br />Description: In 2000, the River District adopted a policy on Transmountain Diversions (T~'s). <br />The policy says: <br />
