v

__,

~

· The DOW wourd also support maintenance of reservoirs at adequate revels for recreation. Fluctuating
levels not only detracts from the recreational experience, there are biological issues with fish survival as
well.

No.6 - Environmental Protection

· As mentioned in the meetingst make sure that the word ~nativet gets associated with the fisheriesl aquatic
Ufe sub-objective. This doesn't mean ~" ~ ..to the excJusion of sport fish'" but it is certainly a current and
pending issue' on which the Division is and win be spending a great deal of time and resources. It may also
be worth injecting words ra: protecting existing T&E Recovery Program flows as welt, although the fact
remains these are mandated by federal regisration and subsequent agreements.
· Riparian habitat - this may also include protection of riparian functions (such as flood dissipation, nutrient
transfers, bank storage, etc. .it) but I would agree that broadly brushing ~habitatt is probably fine..

No. 8-1 0 - wil t also leave these to the word-smithers, aJthough I would like to acknowledge the link between the
protection of 'culturarl social values' (on the west slope this means agriculture) and the positive incidental values
to r wildUfe habitat.

Comments on SWSI Bibliographies

The basin bibliographies need to include specific references to the extensive library of water studies that ex;st if
SWSI is to effectively integrate existing sources. Generally, the bibliographjes seem to lean toward 'overview'
and summary studies, and not enough toward the details of the feasibility and implementation studies that are out
there_ I would encourage the consultants to dredge the ewes's own sources, and to visit the conservation and
conservancy districts, municipafitiest and irrigation districts in order to get to the next lever of detail that will
provide the substance that any viable alternatives discussions will require..

Thank you for the opportunity to comment, and againt for our participation at these roundtables.

David Graf
Regional Water Specialist
CO Division of Wildlife
970..255-6142
davidrgraf@state..co. us

1/22/2004
