Clark ill <br />519 East Georgia Ave. <br />Gunnison, Colorado 81230 <br />Tel. 970-641-2907 <br /> <br />August 30~ 2003 <br /> <br />Rick Brown, Project Manager <br />State- Wide Water Supply Initiative <br />Colorado Water Conservation Board <br />1313 Shennan Street; Room 723 <br />Denver, Colo~do 80203 <br /> <br />Dear Mr. Brown; <br /> <br />Thank you for including Gunnison among the locations fOf the first round of meetings for the Statewide Water Supply <br />Initiative (SWSI)~ Below are some additional comments and information for the SWSI process. <br /> <br />* The SWSI process should explicitly identify its interrelationships and implications with other \Nater related <br />programs and planning processes underway within Colorado such as those dealing with water quality) source \Vater <br />protection, instreatn flows~ growth management~ natural heritage identification and protection ofbiologica1 resourcesi <br />wildlife managemen~ stream corridor restoration, and utilization of hydropower sites and facilities. <br /> <br />* So much information and wisdom has already been assembled in earlier planning processes, research <br />publications, studies; conferences~ policy analyses~ etc., all of which has relevance to SWSI. Hopefully at least the <br />citations to this body of information will be placed on a web site~ Major items from this assemblage of information <br />should be placed in full on the web site to facilitate access by the public. <br /> <br />* The SWSI process should build upon existing knowledge~ Too often water resource and other planning <br />efforts do not even examine why project proposals and policies resulting from previous planning efforts, did or did <br />no~ produce the results intended. Many concepts and policies, carefully considered decades ago for water resources, <br />now.are seemingly again being discussed but as if they were new thoughts. <br /> <br />* Over the past several years many publications have been produced about the management ofColoradotg water <br />resources. Specific conclusions and recommendations from these reports should be assembled and explicitly <br />addressed in the SWSL <br /> <br />* Somewhat earlier publications and reports h~rein suggested for particular attention in the SWSI process <br />include the following: <br /> <br />Ballard S.
