± <br />SWSI should make sure that the projects meet the Bureau of Reclamation <br />qualifications. <br />± <br />Any solutions that come out of SWSI must protect our existing, high-quality water <br />uses. Solutions should enhance and protect the recreational community and <br />natural environment. <br />± <br />The effects of the drought were severe. I hope that this process is sincere and <br />has some ideas for funding and implementation of solutions. <br />± <br />Cooperation from federal agencies is obviously important. This basin?s water <br />comes from national forests, so solutions will need cooperation from the U.S. <br />Forest Service. <br />± <br />Groundwater management needs special attention. SWSI should consider lessons <br />learned from areas that had groundwater problems, rules and regulations that <br />helped with solutions, and how long it takes to implement those solutions. SWSI <br />needs to look at how the in-stream flows are being managed in this basin, and <br />where there are gaps in that program. <br />± <br />The Gunnison River basin needs high-mountain reservoir storage, and the lower <br />elevations needs flood control and irrigation. <br />Address concerns about funding proposed solutions: <br />± <br />SWSI needs to examine how this basin will pay for new projects. The Gunnison <br />River should be generating electricity from dams. Power generation could be one <br />way to pay for these projects. If this basin got into the power business it could <br />help fund the construction of storage and generate revenue. <br />± <br />The Gunnison River basin has the water and the elevation to create the natural <br />fall to create power. The new real estate developments in this basin need this <br />power and this power also could be a good revenue source. <br />± <br />SWSI needs to consider the issue of exempt wells and their impact on water <br />usage. <br />± <br />There have been numerous water studies over the years, but there are not a lot of <br />results because funding is difficult to obtain. There is a need for a new reservoir, <br />but funding for one is an issue. Hopefully something comes out of the SWSI <br />process that helps obtain funding for new projects. <br />± <br />The SWSI process should qualify and include funding along with the solutions that <br />it finds. <br />± <br />Water projects need to take priority over the endangered fish. <br />± <br />Funding for new projects will be a problem and repayment of bonds needed will be <br />an issue for taxpayers. <br />± <br />SWSI needs to address securing the resources to fund the recommended projects <br />that come out of this collaborative process. <br />± <br />A way needs to be found to increase existing water storage projects with minimal <br />risk to the environment and surroundings. <br />± <br />Colorado sends natural gas across state lines with gas pipelines, why can?t the <br />state tap the Mississippi? <br />More information gathering and education is needed: <br />± <br />Residents of this basin need to do think about what they want in terms of quality <br />of life. Water needs to stay in the basin to maintain the beauty of the land and <br />preserve agricultural needs. Residents don?t want to become over- <br />commercialized, like Aspen. <br />
