<br />Today, the federal money for
<br />water development has entirely
<br />dried up; and the feds are now seen
<br />mostly as pan of the problem,
<br />source or endless environmental
<br />rules and proscriptions, and many
<br />of the water buffalo along the Front
<br />Range are confronting the unantic-
<br />ipated conSequences of (~getting
