<br />Desirable streamflows on the mainstem for whitewater recreation are generally 200 efs or <br />more from Lake George to Cheesman Reservoir and 300 cfs or more from Cheesman <br />Reservoir to the confluence with the North Fork~ It is recognized that peak spring flows <br />are desirable for whitewater recreation and will continue to occur given the limited <br />capability of the water supply system to control runoff. <br /> <br />3. North Fork of the South Platte <br /> <br />The North Fork of the South Platte is a prime whitewater recreation resource~ Bailey <br />Canyon, in particular, is a nationally recognized whitewater resource~ Enhanced <br />streamflows from the Roberts Tunnel for water supply offer extended season boating <br />opportunities on the North Fork. It is recognized that this watercourse canies unnatural <br />supplemental streamflows for water supply, and this will continue and is supported by <br />this Plan. The Roberts Tunnel will continue to be operated solely for water supply <br />purposes, but some attempt to manage flows, such as timing and minor changes in <br />volume to enhance whitewater recreation, is also encouraged by the Plan. However, this <br />Plan will not require changes to seasonal and annual volumes discharged from the <br />Roberts Tunnel. <br /> <br />Many needs for fishery management are compatible with whitewater recreation, and <br />adjustments for fish management will frequently benefit, or at least not adversely affect, <br />whitewater recreation. Minimum flows are an example~ However, high flows, which <br />may be considered undesirable for fish habitat management and productivity, are <br />desirable for whitewater recreation. Desirable streamflows for whitewater recreation on <br />the North Fork at Bailey are over 200 efs, with an optimum flow of 300-500 CfS4 <br /> <br />F. Annual Operating Plans <br /> <br />This section identifies the general coordination and review procedures between Aurora, <br />Denver Water, the Colorado Division of Wildlife, and any other interested groups such as <br />Trout Unlimited, the Wigwam Club, and American Whitewater~ Denver Water and <br />Aurora will hold an operation meeting each spring to consult with participants in this <br />Plan and other interested groups. Preliminary operating plans will be developed based on <br />spring runoff forecasts4 Denver Water will consult the attached Tailwater Trout Habitat <br />handbook (Appendix B) and the goals for limiting fluctuations described in Section <br />n~C~2~b~ in preparation of its operating plans~ Operating plans will be adjusted according <br />to actual weather, streamflow, water use and demand, water rights calls, system <br />constraints and other operating conditions. <br /> <br />The annual operating meeting will be a chance for the operators and other interested <br />groups to learn from their experience of managing under this Plan. The annual meeting <br />will include a discussion of how well the goals were met the previous year, and how <br />operations can be improved in the future.
