<br />benefit of this Plan is improvements to the North Fork. Wild and Scenic designation, <br />under the Forest Service's preferred Alternative J of the Draft Environmental Impact <br />Statement, would not cover the North Fork. <br /> <br />Facilities directly involved in the Streamflow Management Plan are Spinney Mountain, <br />Eleven Mile and Cheesman reservoirs, and the Roberts Tunnel. Operational <br />opportunities at Tarryall Reservoir are being analyzed, and it is the goal of the Plan to <br />incolporate where possible Tarryall operations. Other facilities are indirectly involved as <br />explained later. <br /> <br />B. Development <br /> <br />Beginning in about 1988t Denver Water and the Division of Wildlife began a process of <br />working more closely together to educate each other and to manage water supply <br />operations to benefit trout~ While it was acknowledged that the fisheries were already <br />outstanding-particularly immediately downstream of the reservoirs-the group met to <br />discuss ways to enhance the fisheries even further. This Plan is a continuation of those <br />fishery efforts. Whitewater recreation is an important management effort added to this <br />Plan. <br /> <br />This Plan was developed in 1997 by representatives from the Colorado Division of <br />Wildlife (CDOW), Denver Water, City of Aurora, Trout Unlimited, Wigwam Club, <br />American Whitewater, and Park County Water Preservation CoalitioD4 The Forest <br />Service observed the collaborative effort, provided information as needed, and helped <br />maintain coordination between the agency and the working group~ Although various <br />agencies and interested parties participated in the Streamflow Management Plan <br />discussions, participation does not necessarily imply an entity's support of the A2 <br />Alternative. <br /> <br />c. Layout <br /> <br />Section II describes the principles of the Plan~ This is followed by an explanation of the <br />operational goals and commitments established by this Plan.
