As a follow-up to our
brief discussion, I have enclosed a copy of a recent letter sent by the presidents of the Eagle River
Water & Sanitation District and Upper Eagle Regional Water Authority asking for Tom Stone's
resignation on all water related entities, including SWSI.

As I indicated to you, the Water District and Water Authority have an integrated system
tha~ collectively provides water and sewer service to over 60,000 customers in the Eagle River
basin, including Vail, Avon, Beaver Creek, Edwards and the Cordillera development4 They are
the second largest water providers on the western slope, behind only the districts that serve the
Grand Junction area. Together with Vail Resorts, Inc., these entities are the principal developers
and owners of Eagle Park Reservoir. They are also the driving forces behind the existing Eagle
River MOD with Aurora and Colorado Springs, and the proposed MOD with Denver (see
enclosed Rocky Mountain News editorial).

Also enclosed is a recent conunentary submitted on behalf of the Water District and
Water Authority to the area newspapers in the Eagle River basin which sets forth the grave
concerns of these water providers over SWSI~ Simply put, these organizations fail to see how
SWSI can be relevant when it excludes Aurora, Colorado Springs, Denver and all Eagle River
providers. Of even greater concern is that a State dictated SWSI "solution" could interfere with
the ongoing water negotiations among these entities.

fdB103
