Both reservoirs are on
the North Fork of the Poudre River. Fort Collins City Council will decide November 4, whether to purchase
Halligan from North Poudre Irrigation Company and expand the reservoir within the next ten years to about
40,000 ac-ft by building a new dam a short distance downstream of the existing structure. Their potential
project partners would be the Tri-Districts (East Larimer Connty, North Weld County, and FtCollins-
Loveland water districts) and the North Poudre Irrigation Company.

Within the next tvventy years, Greeley and potentially the City of Evans would expand Milton Seaman
reservoir to about 39,000 ac-ft by building a new dam at the site of the existing dam. Expanding both
reservoirs and operating the two reservoirs in tandem is expected to have significant operational and
environmental benefits in the Poudre Basin. Greeley.s enlargement of Milton Seaman would cost in the
neighborhood of $45 million and would be on-line between 2015 and 2020, depending on other water supply
. 0ptions Greeley has and rate of growth~ Greeley would use the enlarged reservoir to store existing water
\ .:iupplies as opposed to developing a conditional junior water right.

1
