South Platte Basin Roundtable Technical Meeting #2
Meeting Summary

John Rehring continued the discussion by giving an overview of how alternatives would be
developed and evaluated in SWSI. He also explained the objectives and subobjectives
"weighting" method that will be used to illustrate individual BRT members' relative
preferences. Feedback from BRT members on this portion of the meeting follows.

. A participant stated that it is important to view recreational enhancement as that being
associated with flatwater, instream water-based recreation. Group discussion also led to a
consideration of how recreation related to M&I "deliveries" for turf-oriented recreation is
delineated in the weighting exercise?
. Another participant stated that the distinction between recreation (instream vs. irrigation-
based) above is consumptive vs. non-consumptive use of the water.
. SWSI team members clarified that snow making was included in M&I projections, and
should therefore be considered in light of the M&I objective.
. A BRT member suggested that recreational enhancement be considered (in objective
weighting) to be only related to non-consumptive uses; the concept of turf-related recreation
should be related to the M&I objective.
. A BRT member stated that it will be important to be able to see how the alternatives score
using these relative weightings of objectives.
. A BRT member noted a concern regarding the SWSI project's aggressive schedule, and asked
about possible consideration of extending past the 11/04 Legislative deadline. Colorado
Agriculture Commissioner Don Ament responded that Governor Owens and the Legislature
are very interested in water solutions; there is a need for a "starting point" to start working
through issues, and timely SWSI results are very important to meeting these goals.

Preparation for Basin Roundtable Meeting #3

. BRT members were reminded of the following deadlines:
- Completed objectives weighting forms due back by March 10, 2004 (two weeks).
- Additional input on preliminary options list due by March 10, 2004 (two weeks).
- Comments on preliminary demand results due by March 10, 2004 (two weeks).
. The next South Platte BRT meeting will be held Wednesday, May S, 2004 from 2 to 8 p.m. at
the Aurora Municipal Center.
. Rick Brown reminded BRT members that they are invited and encouraged to attend other
basins' BRTs as those meetings may be of interest to South Platte representatives where there
are inter-basin issues.

Public Comments

All public attendees at the BRT meeting were offered an opportunity to comment or ask
questions of the SWSI team and BRT members at two points in the meeting: first, at the end of
the afternoon session, then also as part of the evening session of the BRT meeting. A general
summary of the two public comment portions of the meeting is provided below.

CDIVI

7

South Platte BRT Mtg #2 Summary.doc 4/16/2004
