<br />Rio Grande Basin Roundtable Technical Meeting #1 <br />Meeting Summary <br /> <br />The collected demand data will become the base demand. The base demand will then be <br />bracketed by high and low demand scenarios. <br /> <br />The following comments regarding the demand methodology were received: <br /> <br />. Some additional demographic information is available for Rio Grande via local office of State <br />Demographer - San Luis Development Resource Group (John Stump) <br />. Farm Services Agency may have updated livestock numbers - possibly confidential <br />information <br />. Environment/ recreation - also use Federal reserved rights settlement agreement for flows in <br />Rio Grande National Forest <br />. Ten-year projection more technically feasible/ accurate than 30 year - maybe project 10 year <br />and extrapolate to 30 <br />. Is County land use planning being taken into account? <br />. M&I small part of Rio Grande/San Luis Valley use; therefore, most important to get <br />agriculture right <br />. Increase in Rio Grande/San Luis Valley M&I use will likely come from inbasin <br />agricultural/ municipal transfers <br />. Economics/foreign agriculture could eventually reduce San Luis Valley agriculture demand <br />. 2000 was a very dry year to use as basis for demand - correct it for hydrologic conditions <br />(average/wet/ dry) <br />. Future industry - tourism may not be economically ideal- not the "savior" of economy. <br />Might instead want something more similar to agriculture to replace agriculture. <br /> <br />Existing Information <br /> <br />. Convene roundtable before end of 2003 to discuss list/ cataloging of options <br />. Looking at options that San Luis Valley has already dismissed sends wrong messages <br />. Shoot for a November meeting - Ray Wright will convene <br />. Make sure individuals will be able to see the diversity in objectives from basin to basin <br />. Double check Basin Roundtable participant list, commitment to process, and notification <br />process <br /> <br />Preparation for Basin Roundtable Meeting #2 <br />. Next Roundtable meeting scheduled for February 12, 2004 in Alamosa from 2 - 8 p.m. <br /> <br />Public Comments <br /> <br />. Prior appropriation doctrine might encourage wasting water - don't ignore the possibility of <br />changing it <br />.
