Provide for operational flexibility <br /> <br />Following the draft objectives presentation, the meeting was turned over to the basin <br />roundtable participants for open discussion of the objectives. Feedback on the objectives is <br />presented below. <br /> <br />Discussion of Objectives <br />1. Reliably Meet Demands <br /> <br />Draft Subobjectives Presented <br />. Reliably meet reasonably foreseeable urban water demands under varying hydrologic <br />conditions; minimize mandatory water use restrictions <br />. Reliably meet reasonably foreseeable agricultural water demands under varying hydrologic <br />conditions <br />. Provide water where and when it's needed for agriculture and recreation <br />. Maintain adequate reserves <br />. Sustainably meet demands <br /> <br />Comments <br />. Municipal and industrial (M&I) demand: Water is there when the tap is turned on <br />. Preserve historic flows for wildlife <br />. Consistently meet historic M&I per capita demands <br />. Environmental: Wet river all year <br />. Restore surface flows to support historic ranching and farming <br />. Reduce demand to improve reliability <br />. Ability to finish crop once planted <br />. Wells don't go dry or need to be redrilled due to lower water levels <br />. Goal would be to have water table be 20 feet higher than today and sustain that level <br />. Sufficient water for wildlife; viable populations <br />. Groundwater table at a level for historical wetlands <br />. Water table at levels such that wells don't have to be redrilled <br />. Realistic historic demands should be used as baseline <br />. Experience has shown that current demands cannot be reliably met <br />. There needs to be realistic demands when evaluating reliability, i.e., growing rice in Colorado <br />may not be a demand that should be supported <br />. Consider the concept of /I effective" instead of /I efficient" use of water - canal seepage <br />provides the water supply for many wells <br />. Municipal users expect adequate supply for their desires <br />.
