San Juan/Dolores/San Miguel Basin Roundtable Technical Meeting #4
Meeting Summary

. M&I reuse by temporary storage

The benefits and issues with each of these options were also presented by Kelly and briefly
discussed by the group.

Water Supply Availability

The water supply availability at various locations in the SJDSM Basin and the method involved
was reviewed by Kelly DiNatale. Various issues are involved that can potentially affect future
supply availability. Examples of these factors include interstate compacts and decrees,
endangered species issues, instream flows, recreational in channel diversions and changes in
climate.

Feedback on water supply availability from the BRT members follows.

. The Durango RICD line item should include the following additional phrase "and CWCB
Instream Flow Rights."
. Consider the "unintended effects" potential of RICDs and instream flows; M&I will typically
find a firm supply, and water availability won't affect growth.
. Confirm the Animas water availability value.
. Annual totals don't show seasonality; variability is significant from year to year.
. The group discussed the implications of coal bed methane (CBM) water extracted as tributary
water and re-injected to deep aquifers, especially on Florida and Pine River systems, and it
was noted that CBM water will diminish in quantity of water pumped over time.

Alternatives Development

John Rehring presented the overall approach to the development of alternatives, specifically
highlighting the results of the objectives scoring process from previous roundtable meetings. In
order to develop alternatives, the performance of the options in terms of the water management
objectives were evaluated to give the SWSI team an outline of those ideas that would have wide
interest among BRT members. These options will be applied to the remaining gap, but are
limited to in-basin options.

The high, low and average results for the objective weighting in the SJDSM Basin were
presented, as well as the relative occurrence of each option being among the top 5 most
preferred choice for each basin roundtable member.

Rick Brown reviewed the alternatives development in regards to environmental and
recreational uses, M&I and SSI needs, and agricultural needs.

Feedback from the BRT members on the development of alternatives follows.

. The term "non-beneficial" should be reworded to "non-native" phreatophyte control.
. There may be no incentives now for a project proponent to go beyond environmental
mitigation to enhancement.

CDIVI

5

SJD BRT Mtg #4 Summary.doc 11/29/2004
