San Juan/Dolores/San Miguel Basin Roundtable Technical Meeting #3
Meeting Summary

. The Plateau Creek project is to increase flows below McPhee Reservoir for environmental
needs.
. WETP ACK Construction of Storage Upstream of McPhee Reservoir: McPhee is to replace
domestic depletions above a de minimus level.
. Janice Sheftel will provide a yield estimate for the Long Hollow project.
. La Plata Archuleta Water District: should go on identified projects and processes list.
. La Plata Archuleta Water District: storage should be shown as N/ A (not NP)
. Reconstruct Emerald Lake Dam: this has many "challenges," i.e., significant implementation
issues as it is in a wilderness area.
. Dutton Ditch and Pipeline: belongs on identified projects/processes list.
. Animas River instream flows: this is on CWCB's work list.
. La Plata River instream flows are controversial. This option could be collaborative with Long
Hollow project or the two may be mutually exclusive. It would take creative collaboration to
make the two work together.
. Mancos Water Conservancy District Inlet Canal: dependent on Federal legislation moving
forward; move it to identified projects/processes.
. Mancos Water Conservancy District Borrow Pit: would be about 300 AF of storage.
. The 12 miles of Dolores River below McPhee is a possible site for a Reservoir Reoperation
option.
. Blanco River: About 2 1/2 to 3 miles of restoration has been completed.
. Southern Ute Indian Tribe Options: projects would be multi-purpose.
. Straw Dam below Gurley Reservoir: this is part of the San Miguel Water
Management/ Conservation study that is forthcoming.
. Straw Dam and New Marie Scott Reservoir: John Porter has relevant info/reports.
. It was suggested that CWCB consider increase in Pre-construction Funding for Water
Projects: the concept is that a sponsor would only need to repay the funding if the project is
constructed.
. Revise Probable Maximum Precipitation (PMP) events: a high-altitude precipitation study is
still needed. We could possibly increase reservoirs' storage by about 1/3 if we could revise
the PMP approach.
. Consider impact of forested coverage in evaluating yields: the Water Resources Research
Institute has completed a relevant study.
. Add a forest management option to list of options for development of alternatives. We can
anticipate some benefits, as well as some downsides. The benefits may go beyond water
yield.
. Need a statewide or basinwide study of the effectiveness of changing PMP on a cursory level.
Steve Harris may have a relevant study from several years ago.
. WETP ACK San Juan County, Utah M&I Project: this is still being considered. Keep the option
on this list.
. Animas River stakeholders group work to reduce metals should be added to the Identified
Projects/Processes list.
. Basinwide stakeholders nutrient group is evaluating nutrient levels should be added to the
Identified Projects/Processes list.
. Tamarisk removal study is an ongoing evaluation. This multi-state effort should be added to
the Identified Projects/Processes list.

CDIVI

7

SJD BRT Mtg #3 Summary_Final 7-9-04.doc 7/9/2004
