San Juan/Dolores/San Miguel Basin Roundtable Technical Meeting #1
Meeting Summary

. Conflicting recreational needs:
- Identify the full array of recreational needs
- Conflicts can occur between different recreational needs, such as rafting flows vs. sport
fishing flows
. Some agricultural reservoir releases support recreation
. Consider flow dynamics when looking at project operations
- Timing of releases
- Reservoir flat water recreation affects instream flows, since reservoir operations are related
to downstream flows
. Recreation should help pay for the reservoirs that support recreation
- Can the value of recreational flows and water levels be paid for by the end user or via a
cost allocation based on value, benefits or revenue received by the "local economy?"
. Consider how recreation could be charged
- See Bureau of Reclamation model on historical funding of water projects
. Recognize voluntary and involuntary transfers relating to recreation when assessing
alternatives in SWSI

6. Provide for Environmental Needs and Enhancement

Draft Subobjectives Presented
. Protect fisheries/ aquatic life
. Minimize environmental impacts associated with new projects
. Enhance riparian habitat
. Protect and improve water quality

Comments
. Reverse negative population trends in native aquatic species to prevent Endangered Species
listing, enabling all species to survive regardless of activities
. Prevent damaging water quality changes
. Explore non-flow alternatives to meet environmental goals
. Agricultural water provides multiple secondary benefits that help provide for environmental
needs and enhancement
. Look at non-native impacts
- Manage riparian zones
. Examine unintended consequences of water development
. More water instream equals improved water quality
. Look at land uses and benefits before and after water development
. Consider environmental and recreational needs under "Reliably Meet Demands"
. Is a hatchery endangered species different than naturally hatched?
- Broader definition is needed

7. Promote Cost-Effectiveness

Draft Subobjectives Presented
. Minimize the totallifecycle costs

CDIVI

7

SJD BRT Mtg #1 Summary-final.doc 11/14/2003
