San Juan/Dolores/San Miguel Basin Roundtable Technical Meeting #1
Meeting Summary

The following comments regarding the demand methodology were received:

. Consider replacing acre-feet/year with acre-feet/month
. Instream flow - can't be in acre-feet/year
. Interest in seeing details behind the numbers
. An increase in population would affect irrigated acreage
. Disaggregating demands below county level, e.g., sub-basins, would be preferable
. Prefer sub-basin level aggregation of demands over county-level (especially agricultural)

Preparation for Basin Roundtable Meeting #2

. Make sure people that were not here know they are to suggest projects and studies over the
next month
. Next Roundtable meeting February 10, 2004 from 2 - 8 p.m. in Durango

Public Comments

. There are periodic water related meetings planned in the basin, separate from SWSI - check
with Durango Public Library for more information
. Be aware of upcoming meeting on November 5 (9 a.m. at Recreation Center) regarding State
Engineer fees for water rights administration (SB278)
. Look at the use of coal bed methane discharges and related success stories
- Think/ talk about this - there may be a large volume and a potential for beneficial use of
this water
. Concern over River Trails Ranch development - SWSI should look at local zoning issues
. Water quality should be a component - e.g., treated wastewater discharge effects
downstream
. Should account for something like a new power plant in demand estimates. With significant
coal in this basin, it's possible.
. Videotaping by one individual of today's meeting is part of a "work in progress"
documentary being prepared on water management; operational flexibility appears to be a
common goal in all basins based on this individual's observation of SWSI roundtable
meetings
. Existing conflict with maintaining water rights - water rights are property rights and there
may be a conflict with the desire for flexibility
. Look at groundwater - not just surface water - and groundwater/ surface water interactions

CDIVI

10

SJD BRT Mtg #1 Summary-final.doc 11/14/2003
