It is staffs <br />opinion that the 14 years of stream-flow data analyzed is representative of slightly above average <br />water-years. <br /> <br />Existing Water Right Information <br /> <br />Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to <br />identify any potential water availability problems. There are no decreed surface diversions within <br />the upper reach of stream and there are two water rights, Keyser Ditch (5.0 cfs) and Urqhart <br />Ditch (3.6 cfs), downstream of the lower reach of stream. Based on this analysis staff has <br />determined that water is available for appropriation on East Canyon Creek, from its headwaters <br />to Keyser Creek and from Keyser Creek to the Keyser Creek Headgate, to preserve the natural <br />environment to a reasonable degree without limiting or foreclosing the exercise of valid existing <br />water rights. <br /> <br />CWCB Staffs Instream Flow Recommendation <br />Staff recommends the Board form its intent to appropriate on the following stream reach: <br /> <br />Seamelnt: headwaters to Keyser Creek <br /> <br />Upper Telminus: headwaters at <br />(Latitude 39041' 10") (Longitude 107020' 55") <br />Lower Tenninus: Keyser Creek at <br />(Latitude 39038' 11") (Longitude 107024' 21") <br />Counties: Garfield <br />Length: 6.0 miles <br />USGS Quad(s): Carbonate, Adams Lake <br />Flow Recommendation: 4.20 cfs (May 1 st - August 14th) <br />1.80 cfs (August 15th - April 30th) <br /> <br />Seament: Keyser Creek to Keyser Ditch Headgate <br /> <br />Upper Telminus: Keyser Creek at <br />(Latitude 390 38' II") (Longitude 107024' 21") <br />Lower Terminus: Keyser Ditch Headgate at <br />(Latitude 390 37' 16") (Longitude 107025' OS") <br />Counties: Garfield <br />Length: 1.3 miles <br />USGS Quad(s): Adams Lake, Storm King Mountain <br />Flow Recommendation: 12.0 cfs (May 1 st - July 31 st) <br />3.10 cfs (August 1st-April 30th) <br /> <br />East Canyon_Creek _ ISF _ RPT _ v l.doc <br /> <br />- 7 - <br />
