This recommendation was driven by the average velocity criteria. Some <br />portions of the reach are characterized by an abundance of very large substrate sizes. To <br />have suitable velocity for spawning areas, sufficient flow is needed to overcome the <br />overall roughness of the stream channel. <br /> <br />1.80 cubic feet per second is recommended for the low temperature period from <br />November 1 to April 30. This recommendation is driven by the wetted perimeter criteria. <br />This flow will insure that most of the pools associated with the main channel are filled and <br />that there is mobility between pool environments. <br /> <br />Lower Reach - Keyser Creek to Possum Creek <br /> <br />12.0 cubic feet per second is recommended for the high temperature period from May 1 to <br />October 31. This recommendation was driven by the average velocity criteria. Some <br />portions of the reach are characterized by an abundance of very large substrate sizes. To <br />have suitable velocity for spawning areas, sufficient flow is needed to overcome the <br />overall roughness of the stream channel. <br /> <br />3. 10 cubic feet per second is recommended for the low temperature period from <br />November 1 to April 30. This recommendation is driven by the wetted perimeter criteria. <br />This flow will insure that most of the pools associated with the main channel are filled and <br />that there is mobility between pool environments. <br /> <br />Relationship to Management Plans. The Glenwood Springs Resource Management Plan <br />specifies that BLM will closely monitor East Canyon Creek to insure that the fishery is maintained <br />in stable eondition. BLM monitoring efforts over the last decade have concluded that habitat <br />limitations in the stream are mostly related to large flow events and large substrate size rather than <br />management of grazing and other uses in the creek corridor. The BLM is very interested in <br />protecting stream flows because East Canyon Creek has natural barriers that make it an excellent <br />candidate for reintroduction of Colorado River Cutthroat Trout of high genetic quality. <br /> <br />The BLM requests that the Board recognize that this recommendation is based only upon the <br />minimum flows necessary to support cold-water fishery values. BLM may wish to work with the <br />Board and/or through the Colorado water rights system to appropriate flows to optimally protect <br />fish values and to protect other water-dependent values specified in BLM Resource Management <br />Plans. <br /> <br />Data shee:ts, R2Cross output, fishery sUIVey information, and photographs of the cross section are <br />enclosed 1to support this recommendation.
