Comments:

(The comments below recap the concerns, issues and questions that were raised at the
basin's Public Information Meeting. These are general summaries of what was said,
grouped by key theme, and are not verbatim quotes from the participants.)

Note: Many of the same questions were asked at each Public Information Meeting
throughout the state. A Frequently Asked Questions (FAQ) document answers those
questions, and can be found on the CWCB website http://www.cwcb.state.co.us under
the Statewide Water Supply Initiative (SWSI) section.

Additional storaae is needed:

o In terms of supply, the Yampa/White Basin is historically water-short on its
tributaries, which impacts agricultural needs. Therefore, small reservoir storage
along these tributaries is important. Storage may be difficult to fund, but it is a
good way to meet our tributary shortage. The main stem has an adequate water
supply.
o Domestic water supply may need to be enhanced for rural residences. It was
acknowledged that these rural domestic supplies, which are generally on shallow
wells can run short off water at times. However, given the dispersed geographic
distribution of residences not immediate solution was suggested.

Miscellaneous:

o Concern was expressed that economics and rapid growth of the in the east and
west slope could result in water being taken out of the basin.
o It was pointed out that sedimentation from Piceance Creek has affected the
Taylor Draw Dam.
o A long-term reliable water supply is important for the town of Rangely.
o Senior direct flow right for 4 of the large ditches on the White resulted in low flow
below these diversions. Reservoir releases from Lake Avery helped this issue
during the drought and highlighted the benefit of storage to protect agricultural
users and the environment.
o Large senior conditional water rights (mineral/oil shale) on the White River cause
some uncertainty regarding future water availability.

Rick Brown, SWSI Public Information Meeting Summary, 12.2.03

Page 2
