Water
quality and sound water policy are our main focus. Clean Water Action also represents
environmental and recreational interests working to protect our local economies and
communities. With over 70,000 members throughout the state, Clean Water Action is
Colorado's largest environmental organization.

The Statewide Water Study Initiative (SWSI) must create a statewide water policy that
keeps sufficient water in our streams and rivers and incorporate flows necessary to
preserve and "restore aquatic ecosystems and instream recreation opportunities into all
alternatives. The Colorado Water Conservation Board (CWCB) and the SWSI should
consider riparian issues in addition to fish related issues in identifying instream flow
needSa Current and existing instream flow decree designations are often not adequate to
protect aquatic ecosystems.

Critical and basic to a statewide water policy is instream flow protection and restoration
for all of our streams and rivers. Such a policy is not only sound environmental policy but
also protects local economies based on tourism and recreation. We believe that given
serious attention and priority, water conservation, efficiency measure and other non-
structural measures can go along way to meet our water needs, including protecting fish
and aquatic ecosystems and a growing recreation industry.

Please include these comments as part of the public record.

sCt;viJ!~

Carmi McLean
Colorado Director

National Office · 4455 Connecticut Avenue N.W.
