Baroch
Mayor, City of Golden
911 10th Street
Golden, CO 80401

Community: City of Golden, CO
Community No.: 080090
FIRM Panel Affected: 0003 A
FBFM Panel Affected: 0003
Effective Date of
This Revision: NO V 1 4 2002

102-I-A-C

Dear Mayor Baroch:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM), Flood Boundary and Floodway Map (FBFM), and Flood Insurance
Study (FIS) report for your community in accordance with Part 65 ofthe National Flood Insurance
Program (NFIP) regulations. In a letter dated February 20,2002, > Dir(~do( of Public
Works, City of Golden, requested that FEMA revise the FIRM, FBFM, and FIS report to show the effects
of channel modifications associated with the Ford Street bridge replacement along Clear Creek from
approximately 120 feet downstream ofthe confluence with Tucker Gulch to approximately 1,850 feet
upstream of Washington Avenue. The channel modifications included an enlarged bridge crossing at Ford
Street, channel relocation, and grading. As a result ofthe modifications, the elevations of the flood having
a I-percent chance of being equaled or exceeded in any given year (base flood) along Tucker Gulch that
are influenced by Clear Creek also were affected. This request follows up on a Conditional Letter of Map
Revision issued on May 20, 1999.

All data required to complete our review of this request were submitted with letters from
. .1 ~), E~" Senior Engineer, Anderson Consulting Engineers, Inc.

1 and

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FBFM and in the effective FIS report. We have revised the FIRM, FBFM, and FIS report to modify the
elevations and floodplain and floodway boundary delineations of the base flood along Clear Creek in your
community from approximately 50 feet downstream of the confluence with Tucker Gulch to
approximately 1,850 feet upstream of Washington Avenue. As a result ofthe modifications, the Base
Flood Elevations (BFEs) for Clear Creek decreased, and the widths of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, and the regulatory floodway increased in
some areas and decreased in other areas. We have also revised the elevations and floodplain boundary
delineations of the base flood along Tucker Gulch. As a result of the modifications, the BFEs influenced
by Clear Creek decreased along Tucker Gulch. The modifications are shown on the enclosed annotated
copies of FIRM Panel 0003 A; FBFM Panel 0003; Profile Panels 04P, 26P, and 27P; and affected portions
ofthe Floodway Data Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced
panels of the effective FIRM and FBFM, both dated May 15, 1985,and the affected portions of the FIS
report dated November 15, 1984.
