<br />President proceed with a veto of WRDA. He noted congressional passage of the <br />Continuing Resolution through November 16. <br /> <br />2:00 p.rn. Meeting: Office of Rep. Doug Lamborn <br />Melissa Carlson, Deputy Chief of StaffILegislative Director <br />Tom Browning, Frank Eckhardt, Gary Herman, Greg Hertzke, David Howlett, Dan <br />McAuliffe, Rick McLoud, Vaughn McWilliams, Marge Price, Mark Shively, Jeff <br />Shoemaker, Chatfield Reservoir Reallocation Coalition <br /> <br />Jeff Shoemaker opened the discussion with a short background on Chatfield and with <br />self-introductions. Mark Shively led the discussion. He highlighted House and Senate <br />action on their respective FY08 Energy and Water Appropriations bills. The House bill <br />marked up $200,000 for the Chatfield FR/EIS and the Senate bill contained a $273,000 <br />earmark for the Chatfield FR/EIS. He requested that the Senate's $273,000 mark be held <br />when the bills go to conference committee. It is expected that the FY09 Chatfield <br />FR/EIS ask will be for $400,000. Mark noted that the Chatfield delegation met with <br />Corp HQ in the morning. <br /> <br />Tom Browning commented that the preliminary EIS draft is expected within 30 days. <br />Tom went on to discuss several emerging issues that merit attention. Phase I of the <br />seismic study is underway. It is a IS-year update of the previous study. With regard to <br />the environmental and recreational mitigation issues, it appears that the Corps has given a <br />nod to the locals taking the lead on these issues. There will need to be some level of <br />O&M funding that will be needed for oversight. The Corps is continuing to look into <br />offering a cost break on the cost of storage. <br /> <br />2:30 p.rn. Meeting: Office of Rep. Gary Herman opened up the discussion by thanking Representative <br />Udall for his continuing support and help in securing funding for the Chatfield FR/EIS. <br />He highlighted House and Senate action on their respective FY08 Energy and Water <br />Appropriations bills. The House bill marked up $200,000 for the Chatfield FR/EIS and <br />the Senate bill contained a $273,000 earmark for the Chatfield FR/EIS. Gary described <br />Central Colorado Water Conservancy District's situation. Of the 1500 wells maintained <br />by the district 440 wells have been shut off. One-half of the wells would be pumping <br />again if 10,000 acre feet of water would have been made available. Because of the <br />additional rainfall experienced this year, some 35,000 to 40,000 acre feet of water went <br />out of the state because we were not able to capture the additional rainfall. If the <br />Chatfield Reservoir Reallocation was in place, 20,600 acre feet would have been captured <br />for our use.
