September 24. 2007 <br /> <br />8:30 a.m. Meeting: U.S. Army Corps of Engineers (USACE) Headquarters <br />Carol Angier, Ken Hall, John Micik, Chuck Moeslein, Larry Prather, Civil Works; <br />Steve Cone, IWR <br />Tom Browning, Frank Eckhardt, Gary Herman, Greg Hertzke, David Howlett, Dan <br />McAuliffe, Rick McLoud, Vaughn Mc Williams, Marge Price, Mark Shively, Jeff- <br />Shoemaker, Chatfield Reservoir Reallocation Coalition <br /> <br />Jeff Shoemaker opened the meeting with the Corps and asked people to introduce <br />themselves and the organization they represent. <br /> <br />Tom Browning thanked the Corps for the $354,000 in funding for the Chatfield FR/EIS <br />contained in the Corps FY07 Work Plan. Tom referred to the Corps Omaha District <br />"read ahead" that was prepared by the Omaha District Office to serve as a discussion <br />agenda for today's meeting. Tom then asked Eric Laux, Omaha District Chatfield Project <br />Manager, to lead the discussion. Eric referenced the Chatfield water supply contract. <br />Dan McAuliffe noted that he is interested in knowing how the water supply contract will <br />be put together before it goes to the Colorado Water Conservation Board (CWCB). In <br />the past, it has taken up to 18 months to put together a contract. Vaughn McWilliams <br />with the CWCB Contract Section noted that it's important to begin now to work through <br />any issues. Dan went on to say that by November he wants to craft legislative language <br />addressing Chatfield to meet state legislative deadlines for the 2008 session. The timing <br />of all of this is important to keep in mind so that we can start drafting the contract <br />language. The Record of Decision (ROD) won't be issued until 2009; much is still <br />nebulous. <br /> <br />Eric noted that Omaha District will be the main point of contact on contracting through <br />Eric or Nancy Pfiffer. He also stated that the preliminary EIS is getting close to being <br />issued. Dan asked whether storage contracts are treated separately with environmental <br />and recreational mitigation issues being treated as contract appendices. <br /> <br />Eric stated that CWCB will serve as the contracting entity with USACE. He said, "This <br />type of contract is new to the Corps." Dan said CWCB will serve as the contracting <br />entity and is the highest authority available in state government.
