<br />Chatfield Reservoir Reallocation Project <br />Environmental & Recreation Subcommittee <br />July 19,2007 <br /> <br />DRAFT - MEETING SUMMARY <br /> <br />1. Tom Browning (CWCB) provided an overview of the meeting agenda and <br />distributed a subcommittee contact list (project cooperators). Several <br />additions/changes were made to the list, and a final version will be made available <br />to the subcommittee. <br /> <br />2. A conference call was held on July 1 ih USACE to discuss coordination of <br />environmental/recreation studies for the reallocation project. The call was <br />organized and facilitated by Eric Laux (Omaha Corps). The call focused on <br />overlapping activities between the environmental and recreation concerns that are <br />currently being developed for State Parks and for the Corps. Eric encouraged <br />cooperation between EDA Wand Tetra Tech. (see # 4 for additional information). <br /> <br />3. The State Purchase Order (P.O.) for EDA W was recently approved by DNR <br />Purchasing staff. The P.O. will cover the needed 7,700 AF analysis as one of the <br />action alternatives in the EIS. The analysis will be very similar to what was <br />completed for the 20,600 AF analysis. EDA W will update costs based on State <br />Parks review and input as well as finalize the complete document for all phases of <br />the recreation mitigation study efforts. The report will be compiled and distributed <br />as appropriate. We anticipate a 45-day schedule for turnaround once EDA W <br />begins work. The P.O. will be managed by State Parks, but the funding is being <br />provided by the CWCB. Tom will send an email to Tom Keith (EDAW) to ensure <br />that notice to proceed has been given. <br /> <br />4. It will be important to facilitate an information exchange between Parks and <br />USACE consultants. Although EDA Wand TetraTech have limited time in their <br />respective scopes of work to hold extensive meetings to discuss overlapping <br />issues between environmental and recreation mitigation, there will be a concerted <br />effort to exchange information, ask questions, and assure that the data and <br />concerns are properly covered. GIS files and similar overlay information should <br />be transferred from EDA W to TetraTech and will be done so under the direction <br />of State Parks per Dave Giger and Ken Brink. <br /> <br />5. State Parks mentioned that replacement of recreation facilities will take place on a <br />like-for-like basis. New facilities will of course be constructed to current <br />standards and codes, but expensive upgrades are not planned since costs will be <br />born by the water users interested in storage space at Chatfield. <br /> <br />6. Timing for recreational mitigation construction was discussed. The issue was <br />raised regarding phased construction to keep the park open during the regular <br />season vs. faster construction be closing the park for a period of time while <br /> <br />1 <br />
