Katie Fendel: If there is $83K in the escrow account, $6422 left under $12K allocated. There is more than $4000 left?
$20K for the ER, so there's roughly $20K left. Tracy said do we need to refigure this to perhaps hire someone else on.

Tracy: One of the challenges we had when putting SBl79 info together, they wanted to see a schedule to finish out the
EIS. This is the first I ever saw on the Gant chart. We saw a schedule for everything to be done. This was the first time a
schedule was put together, need to impress the urgency we have to move forward with, when this schedule, as of July we
had 8 meetings before the final EIS was completed. We lost a meeting, 16% of meeting with TT lost, now we are coming
with another meeting lost. . . now 25% of our meetings with IT will be gone. Hope today we can reduce some of the
degrees of freedom. I can't comment on hiring, you have a contract vehicle to get someone in the door pretty quick.. . think
about how you can leverage that to your benefit. Using whole $20K may be challenging, you may have some things you
want me to do. That's the one thing I am hoping we can get some purchase on.

John: I don't know what you have projected for the next month. We never were part of the conversation. Maybe we
could, we have the $20K

Katie Fendel: Ask Tracy what else he might have in mind.

Tracy: Right now I don't have anything planned. Involvement with policy discussion with headquarters. I don't have to
go to DC. Only critical thing is SBl79 nearly completed, and has to have a contract by Friday. Thursday CWCB's WSRA
has approved our last budget. Terms of contracting onerous. We're trying to work on a Purchase Order. If we can do this,
Greenway Foundation enters $130K with CWCB, and do it within 5 months and 28 days from the Board award. So it's for
the most part done. Not a lot for me to do. What else do you want me to do?

John: Could you keep expenses down? Bring them to us, and we will say yea or nay. Then decide what to do with leftover
funding.

Tracy: This is one of the ways this works so well. There was an intent to be somewhat vague because we don't know what
needs to be done. This is a very significant change to bring in the resources that need to be done. Is there anyone
uncomfortable with doing the ER?

Katie Fendel: Is everyone OK? We can talk with the downstreamers.

T. Jehn-Dellaport: I never saw it in the scope of work for Castle Pines. Never saw a budget. Not for North, not for Metro.
I would have recognized that.

Jeff: He gave me a verbal commitment for the ER and a prorated share... talk with your boss...

Jehn-Dellaport: First SOW I ever saw I saw this summer.

Jeff: Anyone who has yet to fund the consultants, have questions, provide me the questions so we can answer them.

Tracy: We can work with about $15K for the ER...

Katie: It was to be done in advance so we could pull it off the shelf when we were ready to go forward with it. Tracy, can
you do a $15K ER?

Rick: Gary wants this for the preliminary draft.

Tracy: I got this from Eric, but I am thinking that Gary..

Katie: ER was going to gain some benefit some middle stream users, reducing cost for downstream users. Down-streamers
haven't agreed to flow the water down without some payback, it was information only, right? For information?

Betty: Incidental benefits don't need to be quantified. Then later on, a full ER study could be done that would quantify
those benefits.

Katie: What does the Corps need now, do you need a $15 or $20K package, or do youjust need a paragraph?

Betty: I put in chapter 1 that this reallocation study was limited to reallocation in Chatfield but study did not preclude for
ecosystem restoration, reallocation relief downstream, and other storage options such as at Bear Creek Reservoir.
8
