R of Dave Giger: Already Central, Lisa take part, then Mark, no problem with that

Tom: Anyone feeling strongly against that, up to 6 in the committee, and open meetings, advertised by lists. How does
that sound?

Rhonda Sandquist: Make sure 2 upstream, 2 downstream, 2 instream - make sure quorum is I each of the groups.

Tom: Any other suggestion - straw vote? David - DC?

David Howlett: Comment briefly on DC trip - coordinating with Tom on discussion on agenda, I will ask Tom to
comment. Work in progress. I will come back and talk about more.

Tom: Vertical team concept. Work with headquarters so they will have a good idea of what we want to talk about.
(Handout) of topics. We have a working paper enlarging on this. Dave Brandon wants to comment on it.

Betty: Dave is in his office now.

Tom: I wanted Dave and Eric to talk about this first. For the purposes of this meeting would like to keep this a general as
possible. What we handed out was to give you idea of topics involved to this point in time. As we go to headquarters, a lot
of times those folks like to respond. Best things to have is Omaha work towards a white paper saying this is what we want
to do, do you want to concur, they can say yea or nea, something headquarters can respond to. They are engaged in what
we're doing, but not in a daily basis. Very important to keep the issues on the table and they are aware of it, no surprises.
Very helpful in greasing skids, issue of seismic funding was in part due to the fact we went out there and told them it was
important. Lot of value in doing this.

David: What we are providing is a briefing paper for headquarters. So they can engage in discussion and provide some
progress. This list of 8 reflects all the meetings in DC, we haven't differentiated on any issues between congressional
offices, waiting on decisions. Setting up logistics, Corps meeting 8:30 am.. . all of this will be sent out as it is determined.
We have to wait on some decisions as to what issues to take forward to folks on the hill. Meetings with each of 9 offices,
and senate subcommittee on Energy and Water Appropriations, and house subcommittee same. Congress came back today,
they are dealing with energy and water appropriation bill this month. We have money eannarked in both house bills.
$273K has been agreed as appropriate amount to move forward with the work. Cut back from original amount.
Anticipated 09 appropriation, still up in air, we may not have a dollar amount ready. Safe to say it won't be over $400K,
worse case we can at least say $400K. Consistent amount. Other thing about schedule, we will have a meeting on Sunday
dinner the 23rd, asking everyone coming into DC to meet us at Hyatt Regency, will be in the schedule, will review schedule
and issue. Corps meeting is early the next morning, this is a good thing. So far we've heard from Gary Herman, Greg,
Frank Erkhart, Rick McCloud, Mark Sheyway. Tom, Dan and Vaughn from CWCB are going, and Eric may go. Is anyone
else thinking about going?

Betty: We know Eric, perhaps Dave Brandon knows

David: Any of the other water users. If you do decide let me or Marge Price know. Jeff is planning to go.

John Hendrick: I really like this list. Flexibility on cost of storage? Internal Corps calculation? Who and what needs to
be addressed, with more specificity. White paper? Can we get a dialog or some commitment from the Corp folks about the
environmental recreational mitigation, how is their involvement handled? Timing and ability to store water.. . flexibility in
operations. So laying those issues out, and how we want to get our anns around them is an important part of this process.

Tom: That level of detail is forthcoming.

Rick: Does this list include the EIS? Talking about where it is and asking for help to minimize slippages?

Tom: This may come up as part of the whole process, the day to day schedule and how we see these key components is the
responsibility of CWCB, TT and Tracy.

Rick: We haven't seen this schedule? I was talking about the EIS schedule? In these meetings, a lot if down the road, I
would like to focus on what is in front of us, might be missing deadlines of the EIS.

David: There must be an overview given at every meeting of what is going on with the EIS.
11
