marina, and others). The signs would provide basic information such as alerting
the public about the project, a map and where to find more information.
. The Subcommittee thought the signs would be a good idea.

a) Public Information Brochure
. The Corps and State Parks have developed an informational brochure to be
handed out at the Park to alert people about the Reallocation Project. The
brochure provides the public with a map, information on the process, and where
to go to find additional information.
. Ann Bonnell suggested that the map is not very useful and that future brochures
provide a better map that includes current location of facilities, and future
potential water lines.

b) Identify action items

7) Other Discussion Topics
. A representative from Trout Unlimited, John Roach, requested information on the
concept of ecosystem restoration (ER) that involves potential timed releases of
water from the reservoir to benefit downstream aquatic habitat. Tom Browning
explained that significant work has been done to evaluate ER using timed
release of water, if agreed to by the downstream water users. The downstream
water users would be willing to consider this in return for a break in the cost of
storage from the federal government. The Corps is not sure how well the ER
benefits would stack up against other projects nationally, and how well the
current policy fits a unique opportunity in a highly urbanized corridor of the river.
A report is due out soon by Bill Miller and Tracy Bouvette that discusses
inadvertent benefits in addition to more benefits from timed releases. Project
partners are not able to guarantee that full ER will happen, but the recent WRDA
Bill does include specific language authorizing it as a project purpose. However,
there are no federal dollars to study ER, but it is still on the table and being
handled separately from the FR/EIS as previously decided by the CWCB and
Corps. Federal funds would need to be sought for both planning (supplemental
environmental studies) and implementation (storage cost reduction), along with
better policy guidance from the Corps in order for full ER to become a reality in
the future.

8) Schedule Next Meeting
. The next meeting is scheduled for January 7, 2008 at 1 :00 pm. The meeting will
be held at the Colorado Foundation for Water Education, 1580 Logan Street, 4th
floor.
