<br />Chatfield Reallocation <br />Environment and Recreation Mitigation Subcommittee Meeting <br />1580 Logan Street, 4th Floor <br />Monday, December 3, 2007 - 1 :00 - 3:00 pm <br /> <br />Meeting Notes <br /> <br />1) Introductions <br />. Tom Browning, CWCB, started the meeting by asking participants to introduce <br />themselves <br /> <br />2) Environmental and Recreation Subcommittee Meeting Coordination Change <br />. Tom introduced Brooke Fox, Co-Coordinator of the Chatfield Basin Conservation <br />Network (CBCN). <br />. CWCB has formalized a relationship with CBCN to assist in coordinating the <br />Environment and Recreation Subcommittee meetings and activities. <br />. Brooke will be responsible for drafting meeting agendas, facilitating meetings and <br />preparing meeting notes <br />. Tom turned the meeting over to Brooke <br /> <br />3) Purpose of Subcommittee <br />. Brooke presented her understanding of the purpose of the Subcommittee as: <br />o A forum to identify and discuss issues and potential gaps in the EIS <br />process or document that need to be addressed. <br />. The group agreed with this characterization of the Subcommittee's function. <br />. Brooke stated that her goals are to focus future agenda items on issues specific <br />to the Subcommittee, encourage the airing of issues prior to the release of the <br />Draft EIS to the public, and being respectful of participants' time. <br /> <br />4) Environmental Mitigation <br />. Brooke introduced Mary Powell, ERa Resources, to provide information on <br />agenda items 4(a) through 4(c) <br /> <br />a) Meeting with Fish and Wildlife Service <br />. Mary discussed that ERa recently met with the Service to discuss a systems <br />approach to mitigating impacts to Preble's, mitigation related to critical habitat <br />and whether a landscape or systems approach would be acceptable for <br />compensating for impacts to bird habitat. <br /> <br />i) Systems Approach <br />. Mary explained that ERa is in the process of developing a conceptual plan to <br />address impacts to Preble's habitat that would be consistent with the Draft <br />Preble's Recovery Plan. Their approach will be referred to as a Systems <br />Approach that prioritizes connected habitat within the Plum Creek watershed. <br />. The conceptual Systems Approach will be provided to Tetra Tech to be included <br />in the Preliminary Draft EIS and is likely to include information on conservation <br />priorities, implementation milestones, long term management plans, and funding <br />commitments. <br />
