Chatfield Reallocation Environment and Recreation Mitigation Subcommittee Meeting 1580 Logan Street, 4th Floor Monday, December 3, 2007 - 1 :00 - 3:00 pm Meeting Notes 1) Introductions . Tom Browning, CWCB, started the meeting by asking participants to introduce themselves 2) Environmental and Recreation Subcommittee Meeting Coordination Change . Tom introduced Brooke Fox, Co-Coordinator of the Chatfield Basin Conservation Network (CBCN). . CWCB has formalized a relationship with CBCN to assist in coordinating the Environment and Recreation Subcommittee meetings and activities. . Brooke will be responsible for drafting meeting agendas, facilitating meetings and preparing meeting notes . Tom turned the meeting over to Brooke 3) Purpose of Subcommittee . Brooke presented her understanding of the purpose of the Subcommittee as: o A forum to identify and discuss issues and potential gaps in the EIS process or document that need to be addressed. . The group agreed with this characterization of the Subcommittee's function. . Brooke stated that her goals are to focus future agenda items on issues specific to the Subcommittee, encourage the airing of issues prior to the release of the Draft EIS to the public, and being respectful of participants' time. 4) Environmental Mitigation . Brooke introduced Mary Powell, ERa Resources, to provide information on agenda items 4(a) through 4(c) a) Meeting with Fish and Wildlife Service . Mary discussed that ERa recently met with the Service to discuss a systems approach to mitigating impacts to Preble's, mitigation related to critical habitat and whether a landscape or systems approach would be acceptable for compensating for impacts to bird habitat. i) Systems Approach . Mary explained that ERa is in the process of developing a conceptual plan to address impacts to Preble's habitat that would be consistent with the Draft Preble's Recovery Plan. Their approach will be referred to as a Systems Approach that prioritizes connected habitat within the Plum Creek watershed. . The conceptual Systems Approach will be provided to Tetra Tech to be included in the Preliminary Draft EIS and is likely to include information on conservation priorities, implementation milestones, long term management plans, and funding commitments.
