<br />our authorization and our funding to do an RFQ that would result in a firm or firms <br />coming on board to actually do the planning, design and implementation of <br />environmental mitigation according to the scope that is put forward by this group. This is <br />where Steve Dougherty is crucial, he will be Tom's assistant in getting this done, helping <br />scope out what a completed mitigation plan would look like and then seeing it done. This <br />authorization is what we would point to, to give us the ability to do this. <br /> <br />Rhonda: Discussed would like to do some of the planning before the ROD is issued. <br />Can we do that? <br /> <br />Dan: The broad authorization is key, on planning and design, Corps says anything you <br />do you before you do on your own risk. Weare now saying we are past investigating, we <br />are in implementation phase, the $200 million will give us the authority and ability to <br />design and implement this. <br /> <br />Rick: The $200 million comes from state? <br /> <br />Dan: Comes from you all. We hold it. <br /> <br />Rick: Does it say that? <br /> <br />Dan: It is similar to our donation program. It will all go into the Chatfield fund, and we <br />can use it to do the implementation, and the O&M project responsibility. Denver Water <br />now tells them when, one entity doing it through Denver operations. <br /> <br />Bob Peters: Document with Corps outlining operations? <br /> <br />Dan: Operations will have to be implementation. <br /> <br />Bob: It says Denver Water Now, suspect continue in normal role, then change later. <br /> <br />Rick: Is this a role that you would like to have the CWCB play, but not absolutely <br />essential to have them. As entity to get approval for more storage, has the obligation of <br />mitigation process, and conduit of money from 15 entities to Corps. Is there another <br />entity to do this as well? <br /> <br />Dan: It must be unless the original word of statute is changed. <br /> <br />Rick: It says you must have that role until approval. <br /> <br />Dan: That would require additional federal process. Once you have the space allocated, <br />who will manage it? <br /> <br />Rick: You need a role to request this allocation and coordinate the allocation. The <br />allocation in my mind is the approval to the ROD. <br />
