<br />Dave: Letters go through the food chain, top down. Your letter from water users, could <br />be referenced by the delegation, that would be a different message. It would be a <br />broader number of people who would see it. <br /> <br />Rick: Weare good at letters. I think from the 15 is good. We have an opening there. <br /> <br />(?): Caution - try to work from the bottom up when you can. Save top down for when <br />you really need it. <br /> <br />Sandy: Some times when you get a congressional letter you have to respond, and all <br />action stops. <br /> <br />Tom: We could provide Omaha a portion of the briefing packet with sign-on letters, <br />here's a litany of information for you. <br /> <br />Marge: Kayla may not have that info. <br /> <br />Tom: It would be good to provide her with it, not perceived as hostile in any way. <br /> <br />Sandy: Good idea to have a letter from water providers. <br /> <br />Tom: So that's OK. <br /> <br />Rick: We will work with Marge to produce a draft and send around till we're all happy <br />with it. <br /> <br />b) Tom: In terms of proposed legislation, Dan? First page is general background, nothing new, provides a <br />discussion of where we are at, heart is staff recommendation on page two, seeking <br />authorization to have CWCB continue with the implementation phase of Chatfield, <br />authorization to contract with the Corps and parties involved, create a fund money will go <br />into and out of as needed, the fund at $200 million dollars, to give us wiggle room, and <br />all the other related activities that go with the implementation, continue to work with <br />Board and GA and EDO and up to Gov's office, details to iron out. Upcoming session.? <br /> <br />Dan McAuliffe: Provide a general outline of major components oflanguage, and <br />specifics in time for the Bill to be introduced. Mostly concerned about fiscal process on <br />the State side. Give us ability to do what we need. Going to be seeking permission to go <br />forward and get this authorization through the next legislation session. <br /> <br />Rick: What is new or difference from what we already can do? <br /> <br />Dan: Several things, the actual ability to contract to own water or storage space with <br />Corps and other entities. As of now it doesn't allow us to seek to own water other than <br />ISF. Chatfield is obviously different, a fairly large expansion of our authority. Other <br />
