<br />Dan: I think they are very complimentary. Our memo, instead oflooking at one long <br />paragraph, is to take each one of these separately. I thought we had talked about this <br />enough, but I'm mistaken. Contract with Corps to hold space in reservoir. Contract with <br />local entities to use the space. Loan money and receive money. Transfer to Corps when <br />we have to. Undertake actions as necessary, to undertake mitigation. Hire people to do <br />the work for us. Effectuate the deliverer of water to be stored. <br /> <br />Tom: I think what is bothering me, I hope there is not some underlying suspicion, we are <br />trying to do the best thing possible for the project, for the most efficient thing, hoping <br />there is not some suspicion that there is some problem, I want to say overtly, that's our <br />goal. <br /> <br />Rod: The water users' proposal, is an outgrowth, is that the CWCB would have some <br />type of contracting personnel on board, now group is talking about forming an entity to <br />contract for this kind of people. Not the same kind of thing Dan is talking about. We <br />want someone to watch TT, to make sure everything is done as speedily as possible. <br /> <br />Austin(?) (next to Rod) : Once we get to where we are actually storing water, it seems at <br />some point CWCB will look around and say why are we devoting staff to this, water <br />users can talk to people turning valves in the reservoir, or talk to Denver, we can spend <br />our resources better somewhere else. At some point, collecting money for OM might <br />become a liability at some time, this kind of entity might shoulder some of this. <br /> <br />Bob: My experience, there is hardly any interaction, only if there is a drought, and that <br />mayor not may be present in whatever contract the user gets. So it seems to me from a <br />users perspective its not going to matter a lot, it's more a preference of the Corps, what <br />will the Corps say. <br /> <br />Rick: One entity instead of 15. <br /> <br />Bob: We've recognized the possible benefits of the entity, is it the entity or the CWCB? <br /> <br />Britta: It many not be that you hold the $200 million, some other entity will, you are <br />asking the authority to hold the money. <br /> <br />Rick: We will hold the storage, they will collect the money. <br /> <br />Britta: We ought to tell Dan he has our support, and we will work with them on the bill, <br />and keep on working on the entity. <br /> <br />Rod: I don't see more than a short paragraph in the project bills. <br /> <br />Dan: Just add the legalese. <br />
