<br />like to get a meeting with Audubon and Chatfield, you guys have provided good comments on <br />impacts, we want to start understanding your mitigation needs, habitat as well as projects. That's <br />on our to-do list. <br /> <br />Tom: Have you seen the cumulative impacts table? No? <br /> <br />Steve: What we did talk about, and it might relate to that to some degree, when talking about <br />300 Acre habitat, there's a lot of overlap there, in doing the mitigation plan we need to figure out <br />appropriate mitigation for those impacts but doing it so it doesn't become infeasible, we need to <br />combine those. <br /> <br />Rick: With a focus on Prebles, there won't be 3 plans, right? <br /> <br />Steve: There will be a mitigation plan, options within that plan on how to pursue. Think you <br />will still have to demonstrate how you are mitigating for fauna, wetlands, Prebles. Those three <br />the Corps focused on, but not three plans <br /> <br />Rick: Different components, but an umbrella plan. Did your meeting get into wetlands? <br /> <br />Steve: We did, but there is some ambiguity on what Corps is going to require. Further research. <br />Most of those impacts are not associated with 404 permits. Further discussions on what the <br />requirements are and how they will be done. Wildlife habitat? Look at those functions. Water <br />quality? Look at those. May not be in the 404 permit, an acre for acre type for type. <br /> <br />Rick: In allocation mode? <br /> <br />Steve: Weather requirements in NEPA, Corps' executive orders that they have to pay attention <br />to. Maybe Tetra Tech ("TT") knows, but we're not sure about this. <br /> <br />Rick: Is Betty doing this? <br /> <br />Steve: We got a couple of different answers from different people. I don't want to develop a <br />plan and then find at the 11th hour it doesn't satisfy under some rule. <br /> <br />Anne Bonnell: So is it one on one? <br /> <br />Steve: That's one of the questions. If you don't have to do it acre to acre, it gives us more <br />flexibility. Audubon is going to give us a lot of info. Can focus on more critical stuff. The <br />overall will have to be one on one. <br /> <br />Rick: Who decides on one on one? <br /> <br />Steve: Fish and Wildlife Service. Corps decides on how to handle wetlands. That's my take on <br />it. <br /> <br />3 <br />
