Welcome and Introductions <br />. CWCB Project Update <br />o Tom Browning provided an overview of project management issues and summarized the current <br />state of affairs regarding the FRlEIS contract between the CW CB and the Corps of Engineers. <br />He applauded the group for their efforts and cooperation and explained some of the complexities <br />of this important reallocation work. He also recapped the joint decision to keep the EIS and <br />ecosystem restoration on separate tracks. <br />o Jim Jehn announced that Hock Hocking will relinquish their proposed allocation of 100 AF of <br />storage space in Chatfield. Hock Hocking will send a letter to the CWCB and to the water users. <br />The water will have a separate meeting hosted by Rick McLoud to discuss this issue and plan a <br />course of action. The previous letter agreement between the CWCB and Water Users has <br />language on how to address this situation. <br />o The CWCB Director and Deputy Director, along with upper management from the Omaha Corps <br />have increased their participation in the process due to important issues and challenges facing the <br />group. This has been beneficial for the study with the end goal of accomplishing tasks to <br />successfully achieve water supply storage space contracting between the CWCB and the Corps. <br /> <br />. Meeting Summaries <br /> <br />. 11-16-06 FR/EIS and ER Coordination Meeting at CWCB <br />o Tracy Bouvette stated that recent Downstream/lnstream Water Users meetings are to re engage <br />dialogue with the users five key areas: <br />o Connect with the Corps vertical connection within their group and our side as well. <br />o Talked about funding ofEIS and how the President's budget impacted the Study. In FY 07 the <br />Energy and Water Bill request was for $400K. <br />o Working on a continuation resolution, credit for in-kind will allow continue ofFRlEIS. <br />o Long term tracking and going out of the 50/50 cost share balance. We may exhaust local and state <br />funding by March or April of 2007. <br />o FY 08 federal requests and appropriations. <br /> <br />. 11-21-06 FCSA Coordination Meeting in Omaha <br />o Rod Kuharich, Dan McAuliffe, and Tom Browning met with Corps in Omaha. Tom Browning <br />provided a memo summarizing these discussions. The focus was to keep the Environmental <br />Restoration (ER) effort locally funded and separate from the FRlEIS. The Water Users focus is to <br />keep the ER alive and on parallel tracks. <br />o The Feasibility Cost Share Agreement (FCSA) that is the contract for the Chatfield Reallocation <br />Study does not need to be changed to move forward. The Project Management Plan may need to <br /> <br />Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection <br />Water Supply Protection.
