Tom welcomed back Sandy Rayl to the U.S. Army Corps of Engineers - Colorado Service Office. <br />She is the Colorado contact and liaison between all the Corps Districts in the state. Sandy <br />completed two tours in Iraq with the Corps for civil works projects. <br /> <br />Instream/Downstream Group Update <br />. Instream/downstream team is meeting October 4th to discuss issues and move forward in policy <br />areas. <br />. The team is developing a quantitative biological model for incremental benefits downstream of <br />Chatfield to Platteville. <br />. Hydrology is moving forward with Denver Water's PCSM model. Denver Water looks at <br />precipitation patterns over 50 years and then repeats it. <br />. The team is developing a relative value index and working on project goals and purposes. <br />. The team is looking at benefits beyond aquatic benefits of strategic releases. Next year they will <br />be developing alternatives. <br />. Meeting - On November 1st from 9am - 2 pm the group will meet at the Denver Water Three <br />Stones Building to roll out the modeling and to take a look at quantitative assessment. <br />. Regarding biology, HABSIM was used by Littleton with a DOW peer review. DOW also looked <br />at the habitat suitability criteria. <br />o Aquatic habitat is being looked at and tweaked to deal with urban corridor and warm water <br />fisheries. The South Platte Cure performed fish sampling in 21 places. <br />. Timeline - By the end of year this group will meet with the Corps and get some sense of a <br />"federal interest" to pursue ecosystem restoration as a project purpose through the Chatfield <br />Reallocation Study. <br />o Once the modeling shows strategic releases and benefits then the water users will need to <br />see if they can and will operate that way. <br />. Questions arose about the NER program. Katie Fendel asked if there is a ranking system for <br />projects, or if projects make it into the program and then cost-share automatically kicks in.
