SB-179 Funding - The $130K is movin~ along with help from Tetra Tech. A
meeting is scheduled for next week (May i ) with the CWCB WSRA staff to discuss
contract issues.

Local Project Funding - A review of local project funding was conducted with the
attendees with the following outcomes:
Parker - Invoice payment is on next board meeting agenda for approval.
Perry Park - Sheela Stack will be forwarding an email recommending
payment ofthe Greenway Foundation invoice.
Center of Colorado - Payment of the invoice is on the next board agenda.
Western Mutual Ditch - Payment made May 4th.
Centennial WSD - unknown status
South Metro WSA - unknown status
Castle Rock - unknown status
All other water users have committed funding to the Greenway escrow account.

Federal Funding - The USACE received $354K from the federal government for
payment of Omaha resources and Tetra Tech to perform the EISIFR. The CWCB also
has provided $200K to the pot, via water user contributions.

Project Schedule
A draft project schedule was developed collectively by the meeting attendees (to be
sent out). Although, the schedule that was developed is clearly a work in progress
with many gaps and unknowns, it was useful in highlighting a number of key issues,
as follows:

. CWCB needs to gather loan demand information by August 2007.

. State Parks may need a state legislative submittal as early as December 2007 to
allow for them to hire FTEs to initiate recreational mitigation design and
construction at Chatfield in 2008.

. State Parks will likely need access to Denver Water's PACSM model to develop
their final design. They are currently using the USACE model, which is based on
P ACSM modelling; however design will require a more rigorous of reservoir
fluctuations than are currently available through the USACE modelling effort.

. State Parks may take 18 months for design and another 36 months to construct the
recreational mitigation elements. This timetable is not workable for some of the
water users, so implementation may need to occur while the park is open and
while water is stored. The subcommittee will help to evaluate these options.

. USACE may not be able to commit funds or resources for environmental
mitigation design and construction until after the ROD is executed. This could
delay getting water stored in Chatfield. This is an issue that will likely be
discussed in DC in June. The subcommittee may also evaluate alternative funding
options for the USACE if federal appropriations cannot be acquired until after the
ROD is executed.

4
